1. Who can use these containers?

These containers are meant for use by Dubuque County residents that do not have curbside recycling pickup. This might be those living in apartments or rural areas.

2. Is there a charge to use these containers?

No charge to residents. The Agency covers the costs for hauling and processing to encourage recycling.
