Meet Our Staff

Don Vogt - City of Dubuque Public Works Director

Public Works Director Don Vogt was hired by the City of Dubuque in 1975 as its Assistant Street Superintendent. Through the ensuing years, he has been its Operations and Maintenance Manager, and in recent years, it's Public Works Director. He manages twenty-four service activities and directs the work of eighty-eight full-time City employees. The Public Works Department maintains and repairs Dubuque's streets, provides all of its curbside solid waste collection services, manages and staffs the Dubuque Metropolitan Area Solid Waste Agency's landfill and ancillary recycling facilities, maintains and repairs the City's fleet of vehicles and heavy equipment, maintains the City's riverfront facilities, including its floodwall, and also maintains Dubuque's stormwater and sanitary sewer systems. Don holds bachelor's and master degrees in Business Administration from Loras College and the University of Iowa respectively, and has taken numerous civil engineering courses at Iowa State University and the University of Wisconsin-Platteville. He is a member of the American Public Works Association (APWA) and the Solid Waste Association of North America (SWANA).

Chuck Goddard - Agency Administrator

Chuck has over twenty five years of experience in all aspects of solid waste. He started as the county representative on his local landfill oversight board in the early 80's and took the administrators position in 1990. Since 2004, he has been the Dubuque Metropolitan Area Solid Waste Agency's Administrator. He has been instrumental in developing the agency's county wide recycling drop off program. Chuck has been the Environmental Management Representative (EMR) for the Agency's Environmental Management System (EMS) program since January 2010. He served on the Board of Directors of the Iowa Recycling Association from 1994-2000 and 2006-2011.

Doug Hughes - Agency Facility Supervisor

Doug began his duties as the Facility Supervisor in January 2010 and directs the activities of the Agency's landfill and ancillary facilities. Doug's previous experience includes serving as the Landfill Director at the Adair County Landfill & Recycling Center and an operator at the Cass County Balefill and Recycling Center. Doug is a member of the Solid Waste Association of North America (SWANA) and the Iowa Recycling Association (IRA).

Bev Wagner - Agency Education & Communication Coordinator

Bev joined DMASWA in August of 2004 to serve as the coordinator for the education and communication efforts of the Agency. Before that she worked with youth programs for Iowa State University Extension. Bev has a bachelor's degree in Geology and Environmental Science from the University of Dubuque. Bev is a member of the Solid Waste Association of North America (SWANA) and the Iowa Recycling Association (IRA).
